The City of Bulawayo today officially presented the Written Statement on Local Subject Plan No. 20, outlining ambitious plans for the redevelopment of the former Ascot Race Course site into a modern, multi-use zone.

In a stakeholder meeting attended by residents, civic organizations, and city planners, the City unveiled a proposal to rezone the area from residential to a mixed-use development, which will feature residential, commercial, institutional, business, recreational, and hotel and tourism zones.

Acting Mayor Councillor Khalazani Ndlovu, who opened the session, described the plan as a blueprint for progress, noting that it aligns with the city’s goals for sustainable land use, infrastructure modernization, environmental stewardship, and community empowerment.

This Local Plan provides us with an opportunity to reimagine the space for the benefit of all residents. It’s not just about changing how the land is used, it’s about unlocking value for the community and building a better Bulawayo, Councillor Ndlovu highlighted in his address.

The presentation marks the beginning of a public engagement process that includes a public exhibition of the plan from August to September 2025, where residents and stakeholders will be invited to provide feedback.

The City of Bulawayo will use this feedback to refine the plan in October, before submitting it to Council for approval in November 2025. Gazetting of the final plan is expected between November and December.

The redevelopment of the former racecourse is seen as a major step in the city’s ongoing efforts to modernize and expand its urban landscape while prioritizing inclusive development.
